### Responsibilities
**This position is Centrally Managed by the Force Support Career Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized.**
**The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to Child Development Center.**
* Plans, organizes, and directs the activities of the Child Development Center, ensuring that the programs complies with legal and regulatory requirements and meets customer needs.
* Exercises supervisory personnel management responsibilities.
* Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution.
* Responsible for the financial operation of the child development center.
* Responsible for facilities, grounds, and equipment related to the child development center.

**ADDITIONAL CONDITIONS OF EMPLOYMENT:**
* This position is a drug testing designated position. The incumbent is subject to random testing for drug use. IAW AFI 44-107, Air Force Civilian Drug Demand Reduction Program date 7 Apr 2010.
* This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
* This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
* This position has been identified as having \"regular contact with children\". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. An FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
### Qualifications
**Basic Requirement for GS-1701 Child Development Director and Assistant Director Positions**: A Bachelor's degree (or higher degree) which education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.
OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
**AND
Specialized Experience**: One year of specialized experience for GS-1701-11 which must have been in group child care in managing entire cycle of operation of early childhood program (budgeting; facility mgmt; supply mgmt; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight, managing a large, complex child development program offering a wide range of services, in a variety of settings or other work that demonstrated the ability to: implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs; Work with individuals and groups to solve complex problems related to the care and education of children. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service. NOTE: You must submit a copy of official transcripts.
**OR
Education**: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
**OR
Combination of Education and Experience**: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
**FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:** Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):**Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Professional knowledge of the goal principles, methods and techniques of child development center including health and safety requirements and child abuse identification reporting and prevention methods. Knowledge of safety and security regulation, practices, and procedures.
* Ability to plan, organize and direct the functions and staff of a large-sized organization. Ability to communicate with widely diverse individuals and groups both orally and in writing in order to work-out solutions to problems or questions relating to work.
* Knowledge of Air Force policies and procedures and their implications on child development programs. Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
* Skill in effectively organizing and utilizing all available resources within the program framework. Knowledge of budgeting/accounting processes including the ability to develop/establish a budget.
* Skill in supervising and leading a team of individuals composed of professionals, paraprofessionals, volunteers and parents. Ability to train individuals effectively.
**PART-TIME OR UNPAID EXPERIENCE:**Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
**VOLUNTEER WORK EXPERIENCE:** Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
